The short answer: a travel agent is a retailer who sells holidays created by someone else. A tour operator designs and operates the holidays itself. Expressions Holidays has been doing the latter since 1989. Every itinerary we offer is built by our own team, not sourced from a third party.
Every holiday we arrange is designed from scratch by our own destination specialists — not bought from a brochure and resold. That is the defining characteristic of a tour operator, and it is the foundation of everything we do.
What a travel agent does
A travel agent acts as an intermediary between the customer and the holiday product. They browse and book from a range of holidays created and operated by tour operators, airlines, hotel chains and other suppliers. Their value is convenience and breadth — they can compare products from many different providers and help you find the one that suits your requirements.
A high street travel agent, for example, might sell you a package holiday to Tuscany created by a tour operator, flights booked through an airline consolidator, and travel insurance from an insurer — all assembled from separate suppliers. The agent takes a commission from each of those suppliers. What they do not do is design the holiday themselves, select the hotels from personal knowledge, or manage what happens on the ground.
This is a perfectly valid model for certain kinds of holiday. If you want a straightforward sun and beach break where the product is largely standardised, a travel agent can find you an excellent option efficiently. The difference becomes significant when you want something that does not exist as a ready-made product — when you want a holiday designed specifically for you.

Our hotel holidays are built from a personally selected portfolio of properties that we know from first-hand visits. When we recommend a hotel in Provence or a lodge in Norway, it is because a member of our team has assessed it against the standards our clients expect. You choose your own departure dates, duration, room type and board basis. We arrange the flights, transfers and any pre-booked excursions. Nothing about this holiday exists until you ask for it — it is created specifically for you.
Touring holidays
Our touring holidays are designed as complete journey experiences — not a list of separate bookings handed to you to manage. We plan the routing, select the hotels at each stop, arrange the car hire or private driver, time the overnight stays to take advantage of the best scenery and light, and brief you on exactly what to expect at each stage. A touring holiday through the Loire Valley, the Italian Lakes or the Norwegian fjords is a coherent itinerary crafted by someone who knows those routes, not an assembly of bookings sourced from different suppliers.
Rail holidays
Our rail holidays sit at the more complex end of what we do, and illustrate clearly why direct operation matters. Combining a flight to a gateway city, a journey on the Venice Simplon-Orient-Express or the Glacier Express, hotel stays timed to align with departure schedules, and a return flight from a different city — all of this requires the kind of detailed knowledge and direct supplier relationships that a travel agent simply does not have. We book the train cabins directly, manage the connections, and brief our clients on exactly what the journey involves before they travel.
Special interest holidays
Our food and wine holidays, garden tours and cultural itineraries are designed around themes that require genuine specialist knowledge. A wine holiday in Piemonte that takes in private cellar visits and tastings at estates rarely open to the public is not something you can find in a brochure. Neither is a garden tour that goes beyond the well-known properties to include private gardens that open specifically for small groups of knowledgeable visitors. We design these programmes ourselves, drawing on years of direct relationships with local producers, guides and specialist contacts in each destination.
Why AITO membership matters
Expressions Holidays is a member of AITO — the Association of Independent Tour Operators. AITO membership is not automatic. Members are independently vetted and must meet standards covering financial protection, customer service and responsible tourism. The association represents the UK's leading specialist and independent holiday companies — operators who, like us, design and operate their own holidays rather than reselling products created by others.
AITO membership is a meaningful signal when choosing a specialist holiday company. It confirms that you are dealing with a genuine operator who has been assessed by their peers, not simply a retailer booking from a catalogue. Combined with our ATOL licence (number 3076) and AFPAS registration (number 6104), it means your booking is comprehensively protected.

One of the practical differences between a tour operator and a travel agent that clients notice most clearly is what happens after you make an enquiry. With many travel agents, you may speak to a different member of staff each time you call. The person who takes your booking may not be the same person who answers your question three weeks later.
